The Governor of Puerto Rico, Pedro Pierluisi (NPP, D), announced the appointment of Luis Dávila Pernas (NPP, D) as the new Executive Director of the Puerto Rico Federal Affairs Administration (PRFAA), who will begin his duties on Monday, March 20.
“I thank Mr. Dávila Pernas for accepting this appointment. His experience and knowledge will be of great benefit to continue promoting Puerto Rico’s priorities in our Nation’s Capital. Six years ago, he was the Deputy Director of PRFAA, which gives him the administrative knowledge required to lead it. Over the past two years, because of our government’s relationship with President Biden’s administration and Congress, we have made great strides in expediting the reconstruction process, achieving Puerto Rico’s inclusion in important federal programs and funding allocations, as well as increasing the contribution to Medicaid. We still have much work to do in Washington to achieve the equal treatment that all US citizens living on the Island deserve, and I know that Mr. Dávila Pernas will be a key player to continue advancing our government’s agenda in the federal capital,” said Governor Pierluisi.
In addition to serving as Deputy Director of PRFAA in 2017, Mr. Dávila Pernas has professional experience advising private clients on legislative, administrative, and public policy matters while representing them in Congress, the federal Executive Branch, and state governments.
Resident Commissioner Jenniffer Gonzalez-Colon (NPP, R) praised the appointment, stating that with Davila Pernas at the helm, her office would “have better communication” with the PRFAA.
The newly appointed PRFAA Executive Director was described as an expert on issues related to federal counsel, including disaster recovery policy, the American Rescue Plan (ARPA), the Bipartisan Infrastructure Investment and Jobs Act (IIJA), Medicare, and Medicaid.
“I am extremely honored to be appointed by Governor Pedro Pierluisi. Throughout my professional career, I have dedicated many years of work and effort to Puerto Rico’s priority issues at the federal level. Today more than ever, I feel prepared and ready to assume the leadership of the Puerto Rico Federal Affairs Administration,” said the new Executive Director of PRFAA.
Mr. Dávila Pernas earned a bachelor’s degree in business administration from Florida International University (FIU) and a juris doctor degree from the Interamerican University of Puerto Rico (IUPR). Subsequently, he was admitted as an attorney in Puerto Rico, the District of Columbia, and the First Circuit Court of Appeals. Since 2017, Mr. Dávila Pernas has been Puerto Rico’s National Committeeman to the Democratic National Convention.
