: The Fifth Constitutional Convention of the US Virgin Islands passed a proposed constitution, sent to President Barack Obama, who submitted it to the US Congress on February 26, 2010. Disagreements over sovereignty, legal advantages, and the bill of rights led to the draft’s rejection.
