For Guam, 2026 is an election year. The 2026 Guam Primary Election is scheduled for August 1, 2026, 90 days before the general election on November 3, 2026. Many politicians have already announced their candidacy, either directly to the public or by picking up candidate packets. The candidate packet sign-out log is available through the Guam Election Commission’s website. As of publishing time, the candidate count features 82 potential contenders.
Among these candidates, a majority are running for the Senate. Many incumbents, such as Shelly Calvo (R) and Will Parkinson (D), will be re-running for office in the Senate. There are at least four seats up for grabs in the legislature for newcomers.
For Congressional delegate, the Republican primary will be between James C. Moylan, Mary Camacho Torres, and Charlie Balbastro. For now, US attorney Alicia Limtiaco is the only Democrat running for Congressional Delegate.
Four pairs of candidates will be running for the office of Governor and Lieutenant Governor. On the Democratic side, Josh Tenorio and Tina Muna Barnes will face Joe San Agustin and Dwayne San Nicolas in the primary election. In the Republican primary, Frank Blas Jr. and Dr. Mary Okada will run against Tony Ada-EJ Alvo.
Incumbent Doug Moylan and Guam Memorial Hospital legal counsel Jordan Paluhn will be competing for attorney general. Also joining the competition are public defender Peter Santos and chief prosecutor Phil Tydingco.
The deadline to submit candidate packets for the primary election is May 1 at 5 pm. This means that there could be even more candidates to join the race. Before the elections, candidates will be campaigning to win the people’s vote for office. With 82 candidates applying for many different positions, this may become one of Guam’s most competitive elections.
