For millions of residents in Puerto Rico, blackouts are no longer an occasional nuisance during a major storm; they are a routine part of daily life. From keeping voltage surge protectors plugged into every outlet to storing battery-powered fans and maintaining backup gas generators, living without a reliable electric grid has shifted from an emergency state into a structural reality. Understanding how Puerto Rico reached this point requires examining a decades-long mix of aging infrastructure, financial bankruptcy, governance transitions, and environmental vulnerabilities.
The foundation of Puerto Rico’s power crisis was laid long before recent natural disasters. For decades, the government-owned Puerto Rico Electric Power Authority (PREPA) suffered from chronic operational mismanagement and deferred maintenance. By mid-2017, the utility accumulated over $9 billion in debt, forcing it into bankruptcy. Capital that should have gone toward modernizing generation plants and clearing vegetation around transmission lines was instead consumed by debt servicing and systemic inefficiencies. A major blackout in 2016, triggered by a fire and cascading failures at the Aguirre power plant, shut down electricity across Puerto Rico. Guaynabo resident Maite Lázaro recalled, “Everything just stopped.” Although outages occurred frequently, she explained, “this one I think was a bigger issue,” exposing the grid’s fragility even before Hurricane Maria.
When Hurricane Maria struck in September 2017 as a Category 4 storm, it virtually destroyed the centralized electric grid, causing the longest blackout in modern history, which lasted for 328 days. In testimony before the United States Senate, PREPA Executive Director Ricardo Ramos stated that Maria “damaged nearly every single PREPA substation” and “shut down all of our transmission lines across the entire island.” Although Congress allocated tens of billions of dollars via the Federal Emergency Management Agency and the US Department of Energy to rebuild the grid, implementation has been plagued by bureaucratic delays, procurement disputes, and slow deployment. Because structural repairs were completed piecemeal, the system remained highly vulnerable. In 2022, Hurricane Fiona—a Category 1 storm—caused another territory-wide blackout. Speaking after Hurricane Fiona, Shamir Martínez, a resident of a mountainous area of Bayamón, described how routine these failures had become: “Those of us who live in the mountains are used to having our water and electricity go out every day.”
In an attempt to resolve operational failures, the local government privatized grid operations. In June 2021, the consortium LUMA Energy took over transmission and distribution, while Genera PR later assumed control of legacy power generation assets. Privatization was meant to improve service, but daily power interruptions, sudden voltage spikes, and rolling blackouts persisted. Federal energy data shows that even excluding major hurricanes, residents average dozens of hours of non-storm power outages every year. Much of Puerto Rico’s power still depends on aging, fossil-fuel-fired thermal plants. When an outdated plant experiences an unexpected mechanical failure or fuel supply issue, the islands lack the reserve margin to cover the gap, causing forced load shedding across multiple municipalities.
Because the centralized grid remains fragile, residents and businesses have increasingly turned to decentralized solutions to secure basic power needs. As of April 2, 2026, tens of thousands of households have installed rooftop solar and battery storage systems that act as localized power sources during grid failures. Some of these aggregated customer batteries even feed energy back into the main grid during peak demand through virtual power plant initiatives to mitigate rolling blackouts. For those unable to afford solar systems, fossil-fuel generators have become standard household appliances despite high fuel costs and noise.
Puerto Rico’s power situation is best described as being trapped between two realities: relying on an outdated, fragile grid while attempting a transition toward modernized, decentralized energy. Until federal funding translates into completed, resilient infrastructure projects on the ground, living with constant power uncertainty remains an everyday reality for those on the islands.
